Adobe premiere and time compression

How can I compress the time of a video clip in premiere? What I mean is, I captured some video of my desktop (of an app I'm coding), and since both the capture application and the program I'm coding make use of my video card, the captured output is horribly slow (equivalent of .5 fps). I wish to compress time, and boost that number to something more playable...

You can use a number of apps to make changes to the framerate.    www.virtualdub.org - virtualdub is easiest.  Just open the file and do video --> framerate.  Is this an .avi ?
