Outlook express message rules

Is there a way to set up message rules to allow only the email addresses that you want to receive and not any others?  Right now you have to block the ones you don't want but it all other unwanted emails come in and you continually have to block new ones.

Not in Outlook Express.  With Outlook you could do the following rule (or something similar) to accomplish what you want:

Apply this rule after the message arrives
Delete It
Except if sent from people or distribution list
