Change the color of the MDI Help bar in PB 8 / 9

Trying to change the color of the MDI Help bar in PB 8 / 9.

Is this possible both with and without PFC's?

If so, how can it be done?

I don't think it's possible in PB 8/ pb 9

With pfc, you can change colours.. please refer :
