Schema master not availible

exchange 2000 on a w2k cluster platform

how do i make another server the schema master if the existing schema master becomes unavailible? at the moment the existing exchange 2000 server is the schema master. how will i install exchange on a new server when i get the following message:

failed to contact the schema master server for the active directory forest

does the new server need to be a cluster?

PLEASE HELP!!
