Pls help me by specifying step by step on how to block downloads thro a GPO. Screen shots would help.

I don't think this chap should get a refund as he didn't post the answer he apparently got by himself.
I am inclined to believe that my comment was correct and he is just trying to save himself spending the points.
My recommendation:
Delete/PAQ, no refund.

I was hoping to entice him into posting his solution :)

You can't do this with a GPO - sorry
The reason is that just opening up a HTML page is a download:
The browser requests the page by filename and then receives the text (download) it then parses the text into a page.
It is possible to block FTP and HTTP downloads using a firewall. I have Kerio Winroute Firewall (www.kerio.com) and it has a feature that allows all sorts of control on a per user basis over what is downloaded.
