HTML web based button click webcam capture

I am writting a membership program and would like to be able to take pictures from a webpage
I have researched hundreds of pages over the past 4 days I still have fadedclarity
I would like to make this post the go to for the answers of what I have found to be
an unanswered topic
it seems that apple and java have taken the torch I have found many java based solutions
What i didn't find was implementation instructions

There is also vb script for still image capture
I will post this exact question there too

one of these solutions would be greatly appreciated

I wrote an active x control using twain
I will going the route of vb script
