If its exchange 2000, there is a checkbox in the bottom left of the relay tab that is 'allow all authenticated users to relay' or something of the sort.
This way if the user is a member of your domain, then in turn he can authenticate to the server and relay messages.

The other option is to add a range of IP's in this same Relay tab that are allowed to relay messages without authenticating.

Relay tab is located:
Exchange System Manager->SMTP Virtual server->access tab->relay button
