Do all Pentium 4 computers come with Hyperthreading technology, or is that just in newer model Pentium 4 computers? Are they all marked "Intel Pentium 4 with HT technology"?

Only the P4 "c" models and later (like Prescott, model "e") have HyperThreading.  They have 800 Front Side Bus and start at 2.4GHz and go up.
