MMC cannot open the file c:\windows\system32\services.msc no matter what i do

start >run >services.msc  ???

controlpanel >admin tools >services ??

If neither work just copy it from a working system

"MMC cannot open services.msc

This may be because the file does not exist, it is not an MMC console, or was created by a later version of MMC.

This may also be because you do not have sufficient access rights to the file."

Is the error no matter what I do.

yes I am an adminstrator and I have tried copying this file from another machine as well
