Replace windows shell

I have tried to make a shell for Windows by replacing the shell in registry. My shell is a taskbar is supposed to start instead of the explorer. I would like it to add and remove buttons for all applications that starts and close. I have made a shellhook and when I run my taskbar as a normal application without change the shell (still using explorer as shell) everything is working fine. When change the shell to use my taskbar it’s like the shellhook doesn’t work. What Is the easiest way to have a taskbar that gets notified when an application starts and closes. I need the handle to the application to be able to send minimize, maximize, close… and all the messages normally used by taskbar buttons.
