some FREE application (web-based w/souce code preferred) that
helps keep track of licensing information.

App should run on Win2k or IIS.

there are quit a lot apps available, you can try Audit Pro http://www.visionsoft.com/vap.asp. it works throug logon script or from floppy as well. supports win2k,xp and win9.x clients.
