Windows 2000 Resource Kit CD

Would it be illegal for someone to let me install the tools that come with this?  I don't want the books and these should have come with the OS anway.  I am needing it to get Terminal server copy and paste between client and TS working.

Strictly speaking, if it's not on this list:

then Microsoft wants you to pay for it.
This site tells you about the different resource kits and how to obtain them, what parts or free etc:
