Not sure exact reason. check this

SMTP Relay Blocking Error Message When You Send Messages
http://support.microsoft.com/default.aspx?scid=http://support.microsoft.com:80/support/kb/articles/Q290/8/42.ASP&NoWebContent=1

Is this the first time you are getting error ? check your outgoing mail server ..
do others in the same network also having issues.

What happens if you try changing email address of the person you are sending or in other terms what if you email someone else does it go through or gives you same error for any email address .

go to the email accounts where you created .. click on "more settings" and go to "outgoing server " tab and
check " My outgoing server (smtp) requires authentication" box

Disable firewall and check if that would help

for making outlook as default

go inside outlook
go to tools --> options ---> other
and enable "make outloook the default program for email, contacts and calendar"

if there was a similar option in netscape, uncheck it

now restart the machine and check if the tools ---> internet options ----> programs ---> email will have "microsoft outlook" in that dropdown menu. if it has you can select it then..
