sending HTML email

is there a way to send email in HTML format via cgi?  i'm pretty amature at cgi but i have used formmail scripts in pearl and asp in the past to send mail but only in text format.  how can i do this in HTML?

Yes, with the MIME::Lite module (very easy to install if you don't already have it).

in all of the examples i see i see no reference to the sendmail path. can i infer i don't need sendmail?  i also see unix references but no confirmation that this works on a windows server.

The MIME::Lite module automatically determines the sendmail path.

If you are on a Windows server without sendmail (most likely), then you just specify a SMTP server.  Simple.
