If XP has not been on theis PC in the past therefore the HDD have not worked on XP ever, then go into the BIOS and reset the BIOS to default.

Now try and access the HDD's by using a floppy boot disk, a normal win 98 boot disk will do (www.bootdisk.com). At the prompt type FDISK and now see if the HDD's are seen, if so you may aswell format them and creat partitions as needed, now boot up with the XP CD in the drive and see if it works.

If not then have you made any hardware changes? are these new HDD's?

you need to add the 3rd party drivers to the windows XP startup as well. I checked on Silicon Image's website and there is a walk through for windows XP for their 649 cards (the process is the same for your card, just use the 680 drivers instead).  This should let windows see the scsi card for you during install.

Same thing, download the drivers for the Dell drive, put them on cd or floppy or even the IDE drive if you want, then Press F6 during the start of the install of XP when it asks you to install 3rd party drivers, and point to the device drivers for the Perc 2 drive.
