If XP has not been on theis PC in the past therefore the HDD have not worked on XP ever, then go into the BIOS and reset the BIOS to default.

Now try and access the HDD's by using a floppy boot disk, a normal win 98 boot disk will do (www.bootdisk.com). At the prompt type FDISK and now see if the HDD's are seen, if so you may aswell format them and creat partitions as needed, now boot up with the XP CD in the drive and see if it works.

If not then have you made any hardware changes? are these new HDD's?

Dell SCSI 320-2 PERC 4/Di
Same thing, download the drivers for the Dell drive, put them on cd or floppy or even the IDE drive if you want, then Press F6 during the start of the install of XP when it asks you to install 3rd party drivers, and point to the device drivers for the Perc 2 drive.
