Normally this is done with a user aware firewall, however it can be achieved with group policy:

Create a User Policy with these settings:
Windows Settings\Internet Explorer Maintenance\Connection - Proxy Settings
Administrative Templates\Windows Components\Internet Explorer\Internet Control Panel - Disable the Connections page

Set the proxy server setting to something incorrect within the Proxy Setting part of the policy and apply that GPO to the OU containing the users you wish to restrict.

This will effectively disable their internet access and stop them from fixing it themselves

If you then create a GPO with the correct settings fore everyone else then you can move user from one OU to another to allow or deny access as you wish.

You can also use Group Policy Filtering on Group Membership by only allowing read and apply access to the "ALLOW INTERNET ACCESS" group - you set this in the permissions settings of the GPO itself - GPOs by default allow all users access to read and apply, providing they are in the relevant GPO.
