Norton SMTP Gateway and mail relaying

I am trying to configure Norton's SMTP gateway to filter all mail bound for my domain and then hand it off to our exchange server.  I got it to work, however now I want to deny open relaying.  The problem is if I shut down open relaying it will not deliver the mail to the exchange server unless I allow relaying for the sender of the email.

I am pretty sure I am using the wrong product for this scenario.  But if I can make it work that would be awsome.  Any ideas?
