PCI SLOTS NOT FUNCTION PROPERLY

I have a Kobian Mercury Mobo PS650GXM-L i tried to install a pci modem, if i put it in the third slot the computer freezes at post, if i put it in the first slot, bios dont detect it, same with second slot,
the only way to have bios to reconigze it is to put two pci cards on slot 1 and slot 2, this way the bios see the cards. any combination with slot 3 freeze the pc.
this board was bought last week so i suppose that it already have the lastest bios, 'cause last bios update from kobian site was from 10/2003.

bad modems will cause your system not to boot.  Is the modem new and unused also?

I installed 2 new modems, both modems function properly in another computer.
the only way pci hardware is reconigzed during post is to have pci1 and pci2 slots with a card
otherway dont see them.

What is the setting of the FSB in the BIOS?  From this document http://www.kobian.com/su_fm.php, I see that the AGP and PCI speeds will be off if it is not set to 100.  I would advise resetting the BIOS to make sure it doesn't have strange values.

wasn't there a while back motherboards that had to have something in PCI 1 in order for PCI 2 to work?  

Maybe there is a possiblity that there is an IRQ conflict of some sorts.
