OWC office web components

hi,

i am trying make one machine as ows licensing server(owc10.0).while opening the web page the following error message is showing

"In the absence of an lpk file the control will behave as a testware version – usually with a hole in the middle"
          what could be the problem?

Here is an Microsoft KB article.  For a client to have more than read-only with OWC 10, you must have a license for MS Office client , but  afull version of MS Office does not have to be installed, only the Web components.
