System Bootup Error 0xc0000022  After Installing IIS

After Installing IIS on my XP Pro machine, my system locks up with this BSOD. Any Suggestions>? I have already Installed Windows On another partition, and deleted all run once keys, and deleted any change name operations out of the registry as Microsoft suggested, but I still get this same error message, also notice the error is specificly "status of 0xc0000022" ending in 22, which I have found no accurate support on

The session manager initialization system process terminated unexpectedly with a status of 0xc0000022 (0x00000000, 0x0000000) The system has been shut down.  0xc0000022

Any Suggestions are welcomed, thanks
