Start --> Run  --> Typein "regsvr32 inetcomm.dll" and press "enter"

Problem solved!<br />

I removed all mail and news servers and re-entered them.<br />
<br />
Suddenly everything is readable.<br />
<br />

Attempted to reinstall Outlook Express by changing value in Registry from 1 to 0 and then attempt download.<br />
Will not download SP1.<br />
Have reinstalled XP and still has not solved this problem.<br />
