cannot open control panel items in win98

Hi,

I am using windows98 SE.  My problem is that i cannot open any control panel items.  when i double click on ony of the items nothing happens. another one is that i cannot shutdown the system . everytime i have to do it manually. Here there there is no problem with mouse settings.  can any one help me.

Are you running any anti-virus software?  Is it up to date?

Suggest you try an online AV scan.  Symantec offer one at:-

http://security.symantec.com/sscv6/default.asp?productid=symhome&langid=ie&venid=sym

Also anti -ad / -malware.  Eg AdAware from Lavasoft:-

Is memory low?  Maybe try to open the control panels as .cpl files so Find Files-->c:\windows\.cpl
.cpl is control panel win Win98
