Autodisconnect from Internet

I can not setup in Windows 2000 Pro and Windows XP when I close Internet explorer to automaticaly disconnect modem connection. I tried to check next option:

Control Panel - Internet options - Conections - Settings - Advanced - Disconnect when connection may no longer be needed

but it doesn't work. After I tried restart, uncheck, check, .... restart but nothing.

If I check option Hang up after sending and receiving in Outlook Express it always works (disconnect from line).
