How can a custom HTML form select list be developed (what language, example code and html interface)?

Example: A select list with no border

Note: Tags and Style Sheets won't change boarder attributes.

That was fast!
Great examples.

One more important feature I forgot to mention....

Can a similar list dialog be created where multiple items can be selected?

Also, can the mouse pointer be specified so I can keep the normal arrow instead of the text pointer?
(my boss is picky)

Thanks!
