Can't sync notes with Activesync

I can't activesync my notes to the PDA. I'm using activesync 3.7 and outlook 2002, notes are already in outlook and need to sync to PDA (Tosh E800). Outlook is running on Windows XP with latest updates as of 21/04/04. The message I get from Activesync is as follows:
"Synchronization cannot be started because you are not able to log on to the network and access information. Restart your desktop computer and synchronize again. If the problem persists, contact your network administrator."
I have tried running outlook.exe /reset folders.
I have tried adding a profile.
I have tried adding another email account to the active outlook profile using "Microsoft Exchange" as the server type to force outlook into corporate mode.
None seem to work and the notes still won't sync.
