What is the best primary color (for fonts, lines, logos, etc...) to  use on a web-page?

It Depends on what the Webpage is for{Bussiness, personal etc} Webpages that appeal more to the eyes tend to use softer colors and generally tend to stick to one color scheme. Take for Instance this website has a blue theme. most of every thing is just a light shade of blue.

Is it a Personal or Business Website and does it have a color (Maybe from the log) that it is inclined to.

these websites use vibrant colors - this can still be appealing, no?
