Looking to create tabs for the top of my site

Hi all.  This is probably a really easy question but what I'm looking for is a program that generates tabs for the top of web pages.  I really like the ones on the top of this site so what I'm looking for is a program of a way to use something like Photoshop to make these tabs.  I had a program that was OK at best but it made all of the tabs the same size so to me that was wasting space.  If you have any links to websites that offer a good program preferably ones with trials so I can experiment to see if the program is going to do what I want it to do that would be great.  Thanks in advance.
