Windows Rrestarts at Shut Down

   Now a Days i am facing a problem with my Windows 98 OS. whenever i shut down my system, it restarts. I have formatted my Hard Drive thrice, but it didn't work. can anybody tell me what should i do to get rid of this problem...

make sure fast shutdown is disabled (can be done in control panel(i forget where)).
formatting will not solve the prob if it is enable by default in the os install.
