Insert a Blank Pixel.gif all the way on bottom and increase its height

<img src="pixel.gif" width=1 height=100>

you have it like this

<frame src="LeftNavBar.htm" name="leftFrame" scrolling="NO" noresize>

this means you dont want it to Scroll. Either Increase the Height of Frame in the FrameSet settings or take out Scroll="NO" attribute.

You can (also) put the menu into a table to reduce the space between the images.
