 i reboot press f8 before windows loads ms-dos   type format c:/s/q but nothing working

Use a Bootdisk or the W98 CD to do this. You might need to change the BIOS to boot from the floppy or CD ROM drive first.

you can windows me to create a bootable floppy, then use that floppy to boot the machine into dos, then you can use the format command which will be on the floppy, then you can install windows 98
