I/O Subsystem driver failed to load

When I turn on this PC, I receive the following message:
"An I/O subsystem driver failed to load.  Either a file in the .\iosubsys subdirectory is corrupt, or the system is low on memory."  I am probably going to use the Win98 startup disk, format the hard drive and reinstall Windows, but I really need to know the cause of this issue and if there is any other solution.

Can anyone help me resolve this issue?  Also, this is the 3rd computer that this has happened to for the same user in our office.  She swears she doesn't know anything about computers and that she didn't do anything to it.  Even if it wasn't her, could someone else be doing something to these PCs for this problem to continually occur?  Thanks in advance for any and all help.

SYMPTOMS
When you attempt to start Windows, you may receive the following error message:

While initializing device IOS, an I/O subsystem driver failed to load.

Either a file in the IOSubsys subdirectory is corrupt or the system is low on memory.
CAUSE
This issue can occur when the IOSubsys folder is damaged.
RESOLUTION
To resolve this issue, rename the IOSubsys folder, and then reinstall Windows 98. To do this, follow these steps:
Insert a Windows 98 Startup disk, and then restart the computer to a command prompt.
At the command prompt, type c:, and then press ENTER.
Type cd\Windows\system, and then press ENTER.
Type ren iosubsys iosubold, and then press ENTER.

Any idea what causes this?  It's not just coincidence that this same error appears on each computer that this user touches, is it?

I agree with you however do we know the pattern how the user uses these mahcine's? It could be a virus or spyware spreading through many differnt avenues.

Check for adware and sypware all are free except Spycop: http://www.spycop.com/

Also use SpyBot and AdAware in tandem. Neither is 100% accurate but the two of them together get pretty close to 100% accuracy.

After the initial computer had the problem, this user did not have access to the internet or our network.  No email could come through either.  I don't know where a virus or spyware would infiltrate.

Email could be the initial problem and/or P2P file sharing programs like Kazaa. A file or email could be infected that the users keeps invoking from machine to machine.
