What version of Btrieve/Pervasive.SQL are you using?  That will determine the best way to create DDFs.
For Btrieve 6.15, use a third party tool like DDF Builder (if you have it) or BtSearch32 (http://www.pervasive.com/ComponentZone/Component/Lookup.asp?Function=ShowDetail&ID=228&Component=BtSearch32&AuthorID=63049&CategoryID=6&Page=2&CategoryName=Tools+%2F+Utilities). I have not used BTSearch32 so can't say how it works.
For Pervasive.SQL 7.0, use DDF Ease or SQL Scope (and SQL Create Table statements).
For Pervasive.SQL 2000 or V8, use the Create Table Wizard or Create Table SQL statements.  You could also use DTO or DTI to programmatically create the DDFs.

One major point, the DDFs need to accurately and completely the data files.  If there are even minor inconsistencies, then index optimizations may not occur and performance will suffer.
Another thing to look at is where the data is coming from. If you're using a 3rd party application, contact the vendor of the application to get DDFs from them.
