Oracle 9i arabic characters

Dear Experts
After I successfully installed oracle 9i personal edition on widows2000pro. I found that the database couldn’t read the arabic language so any arabic characters appear as ??????

If you are using a database driver, make sure you have the appropriate driver. Not all drivers support Non-english characters on your Engligh OS. Definitely no ODBC drivers.

What is your database's character set?  

SELECT parameter, value
  FROM v$nls_parameters
 WHERE parameter = 'NLS_CHARACTERSET'
