JScript set environment variables

I'm trying to write some JScript on Windows 2000 to set a volatile environment variable and run CMD with the environment variable set.  It doesn't seem to be working.

My code is:

var wshShell = WScript.CreateObject("WScript.Shell");

var volEnv = wshShell.Environment("VOLATILE");
volEnv("TEST_VAR") = "TEST_VALUE";

var shellCommand = "cmd /c set > test.log";
var shellResult = wshShell.Run(shellCommand, 5, true);
if (shellResult != 0) WScript.Echo("ERROR\nerrorlevel " + expResult)
else WScript.Echo("completed");

When I look at test.log, the "TEST_VAR" isn't there.  How do I set an environment variable in JScript and run CMD so that it sees it?
