How to change the PATH environment

I know after the windows startup, you can change the
PATH vairiable by using PATH=%PATH%;c:\new_DIR, but how can you modify it so when nexttime windows starts, it use the new PATH, windows 2000 donot seem to have an autoexec.bat anymore.
