Setting the 'from' field in Outlook configured for internet mail accounts only

I need to be able to select the 'from' account when I create new emails on the fly, but I can't figure out how to make the 'from' button appear on the new message form. This is NOT a machine attached to Exchange, just a standalone machine with multiple Internet mail accounts.

I would also like to create desktop shortcuts to launch a new message form from the desktop with the correct account specified in the 'from' field. Are there command line options to do this ?
