Download speed falls to zero

I use a dhcp enabled broadband connection. i belive the isp does something that doesn't allow downloading for too long. it starts off nicely (15-20 K per sec, which is very good for our country), download upto 200 k or something like that then stops. is it possible that the isp can do it to discourage download so that they can share to more user. the web surfing is fine for speed.
