can't read hard drive

  I just built my computer with all brand new parts.  I want to install win. 2000 on it but for some reason it says it can't read the hard drive.  It will show it in the BIOS and even in the win. 2000 setup but then it will say that it can't be read.  I tried changing the jumper settings, power connector, and even IDE cables.  Is this a software problem or do i just need a different hard drive.  Thank you
