revisiting question about getting indexed with php page

I have a new site I'm currently working on for which the client has asked to have a random new graphic load when someone returns for the second time to the home page.  I've learned this can be accomplished in several ways, and I've been in contact with someone who can do this using php and also asp.  With a re-write, it would appear to be html.  

The owner of the site wishes to be indexed by the major search engines, although is not a retailer.  He certainly does want to be found when searched for directly (for example, someone types in the company's name... or an employee listed on the site or the type of work with the location they are in).  He describes his needs as being a "brochure" for his company and available to those who are actively looking for them in particular. The site is to be a place that has useful information as opposed to one that is vying for a customer on the net who might be deciding who to contact.

Nevertheless, I'm still concerned about spiders avoiding such a setup.  I am not even sure if cloaking a php or asp file as html will show up as an index page properly when the domain is typed in alone.  I'm asking for an opinion as to whether or not this nice effect is risky for this site or if I am being overly concerned.  Thanks.
