Unable to complete the operation in "Application" Access is denied.
This error occurs when accessing all but the security event log (not just "application"). I have checked the permissions on the system32\config folder, and the actual evt files (which inherit their permissions from their folder) and all seems in order. There also isn't a difference between secevent.evt and the others.
This has been an ongoing issue I have been unable to solve for a while. We are currently unable to access the event logs which is a real pain.

Without the event logs this will be rather difficult to troubleshoot. I think you need to get access to these first

For the record, I followed a tip which fix the problem.
1. Disable the event log service,
2. Restart
3. Removing the event log files
4. Re-enable the event log service
5. Restart.
Now everything works as it should.

I have a very similar problem. I am about to try the fix as of above, but I wanted to throw this out there for users to see. The previous IT team put administrator in the guests group, which is similar to the problem noted on Microsoft's Article ID : 888189

We had the same issue. It turned out to be a Domain Global Group was added to the local guests group. Included in this group were users that are also Domain Admins. Once we removed the Domain Global group from Guests and logged out/logged in, the problem went away.
