Strong Name Keypair File

I'm trying to sign an assembly with strong name.  I've created the keypair file (foobar.snk).  I've added the required  AssemblyKeyFileAttribute.

The problem is that VS2003 doesn't find the keypair file unless I include the complete path to the file.  The help file says that, for VB, it will look in the solution folder (doesn't work for me).  I've also tried putting it in the project folder (doesn't work for me), and the bin folder (doesn't work for me).  I can put it anywhere if I fully qualify the file name.  This seems a bit crude, however.

Is there a way to have VS2003 find a keypair file just from the file name?
