how can i force php/html to reload a page every XYZ seconds without someone viewing the page?

im trying to write a small subscript that will check if file.txt has been modified, and i need to be able to refresh the script page so it can check, but someone probably wont be viewing the page so itd have to refresh 'on its own'.

is this even possible?

or should i/do i have to use javascript or something?
