Additional Win2k DC not working

I have setup an additional win2k SP4 Domain Controller (DC) on my Win2k native mode domain. The 2nd server is to act like a backup to my first DC. Dcpromo worked fine without any problems.

When I take my 1st DC offline, Win95 and 98 clients cant even login into the network and Win2k clients login through cached info. From the 2nd DC, once the 1st DC is offline, when I open Active Directory, I get this error:
Naming information cannot be located because:
The specified domain either does not exist or could not be contacted.

It seems like my 2nd DC cannot authenicate clients or host a replicated copy of AD by itself.

This is what I want:

I want my 2nd DC to work fine without the 1st DC if it is offline, ie authenicate clients and can open and change AD.
