cannot delete oci.dll file when wiping system clean of ORACLE

I am following these procedures (SEE BELOW), but I cannot delete the oci.dll file.  I get a message indicating:

Cannot delete oci: Access denied.

Make sure disk is not full or write protected (I checked it is not)
and that the file is not currently in use.


PROCEDURE TO WIPE CLEAN THE DATABASE AND START ANEW:

1. in the SERVICES PANEL, stop all Oracle related services.
2. Open Windows registry, delete ORACLE folder under HKEY_LOCAL_MACHINE\software
   
    Also IMPORTANT!!! delete all the services entries under HKEY_LOCAL_MACHINE\system\currentControlSet\Services\

3. reboot the machine, then remove the whole C:\oracle\ora92 folder.
4. also remove the c:\program files\oracle\ folder.

i answered my own question.  What I did was moved the oci.dll file to a different directory (c:\), rebooted the machine, and deleted it, no problem.

I understand your pain when you just begin to pick up Oracle.

here is my another piece of advice.

try to use the default option when you are installing from scratch, and install the database during the installation.

so everything is automatically configured after install.
