whenever I open MS Access2003, I receive the following message
" This file may not be safe if it contains code that was intended to harm your computer"
"do you want to open this file or cancel operation?"
I hit open anyway. but am still afraid it will be unsafe.
is there anyway to solve this problem

this is becuase of your security settings, you can easily change the level of securty to not inform you, but i'd personally rather see the message so in case I opened something that I didn't mean to.  
The rule is simple, if you know its from a trusted source, then its probably safe. you should have Anti-virus software to help detect the real viruses. and if this is something you use alot, try to get the author to digitally sign his/her code. this will also stop the notifications.

I am having this issue on a Windows XP Access 2003 system.
The file was working on two computers accessing it across the network for long time. Then one day the file was un openable. The person right clicked and went open file with Access.
It opens until a window a bout this file "" This file may not be safe if it contains code that was intended to harm your computer"
"do you want to open this file or cancel operation?"
It will not go any further. I changed security settings to low in Macros.
The file is 4.36MB in size so there is information in it.
