There is a utility called PSTpatch. The filename is pst19upg.zip (or exe). The utility works in two steps. This is a command line based utility. To ensure it still works, I created an Outlook 2000 (SP3) PST file, password protected it, and then ran the utility on a Windows XP command line. Instructions from the readme file are as follows:
This is a two step process and requires 3 times the hard drive space that the PST currently occupies.
Instructions for stripping PST passwords:
1. Run: PST19UPG -x filename.pst
This process creates a new file with the name of: filename.psx
2. Run: PST19UPG -i filename.psx
This process creates another new file with the name
Basically what is happening is the program copies the file to a different mail format and ignores the password in the process. Then, the file is put back into PST format.
I suggest using a copy of the file when trying this as your milage may vary. Additionally, once you have the file opened, create a new PST and move all the messages into it just to be safe.
Search for pst19upg on Google or look here: http://www.computerhope.com/download/updates.htm
