Outlook Express & "Work Offline" problem

Every time I start up OE6 (OS is XP Home) and connect to my Tesco.net a/c it logs in and authenticates etc. but then puts a tick against "Work Offline" in FILE / WORK OFFLINE in the OE menu plus the same against WORK OFFLINE when you right click the Red Tesco "T" in the status bar. It then appears to disconnect but the connection is still active but doesn't allow to send/receive unless you remove the ticks and click SEND/RECEIVE again. It also does the same "Work Offline" thing in IE.
Tesco support referred me to a known Win98 registry DWORD setting for IE (was OK when checked in the XP registry) but other than that, they offered no more help.
Has anyone seen this problem and resolved it please?
