non intranet timespecific url blocker

i wish to allow public internet sites during specific times at work(breaks,lunch etc).  the programming of allowance and timespecific scenario's is not the difficult part,    my question is how  can i prevent users from accessing IE on non intranet sites,   can i limit the urls allowed in regedit ?  

how can ie.exe be blocked when non allowed urls are being opened..   im not at a provider spot,  just in 1 of 1000+ departments of a huge company,  so the blocking would not be for all depts and installed locally.

is regedit my way ? can ie.exe be manipulated this way  ?

can you please think with me and help me in the right direction

There are a lot of proxy applications that allow you to configure exactly what you need, time based browsing, blocked urls, or just some allowed urls and the like...
I'd suggest you get one of those and configure it that all clients have to connect through the proxy to the internet. that way you ensure the proxy rules get applied, because if they don't set the proxy in their webbrowser (not restricted to internet explorer), they can't browse the web at all.

got my answer thru  ,      route delete   and route add commands..         since yr so fast,,  yr answer is accepted,,  thanks !
