Outlook 2003 Attachments missing

This applies to just one user.  In the inbox, some, but not all messages received with attachments will show up with a paper clip signifying an attachment, however there is no attachment in the message.  The attachments are excel files, however not all excel attachments are having this problem.  

When the message that is missing the attachment is forwarded from this user to another Outlook 2003 user, the attachment is present and can be opened.

Is this a security setting of some sort or what direction should I take in troubleshooting?

How about other file attachments other than excel ?

Is the user getting excel attachments all the time from the same sender or different sender ?
That might give an explanation or possible reason why some excel files are not shown and some shown

You can check this
check this too : http://www.winxpcentral.com/troubleshooting/reclaim-attachments.php
and list .xls to in the level1remove key .

restart outlook and check if all excel files show up

Next time or even now , please ask Mods to move this question to Outlook TA where you can get other possible solutions.

This is happening from different senders.

I'll try the registry key.  

In the meantime, I am new to this site, how do I ask Mods to move the question?
