source of connwiz admin lock entry

I had a problem running the Network Connection Wizard. Everytime I tried to add a new network connection I would receive an error message:
"You are restricted from running the Internet Connection Wizard. Contact your Network Administrator for more information."
I was logged in as administrator and I checked the policies, everything looked fine.
I found the solution through this site:
You have to go into the registry:
HKCU\software\policies\microsoft\internet explorer\control panel and delete the Connwiz Admin Lock entry.
Now, I am trying to find out how the lock got there.
I also found it on another brand new computer, but not on any other computer on the network.
Microsoft's website said that if you find it on a stand alone computer, the lock is a result of configuration changes using the IE Admin Kit. I have not used it and the computer is not a stand alone computer. The other computer I found it on was brand new. I had just set it up and I only loaded updates and office software.

Did your systems have preinstalled OS? Seems like the manufacturer has used the IEAK when they prepared the computer for delivery.

1 did, 1 did not.
I know that the one without the preinstalled OS did not have the lock 4 months ago. The only things installed in the past 4 months have been MS and virus definition updates.
To my knowledge, the IEAK has not been used to make any configuration changes.
I suppose a better question would be, are configuration changes using the IEAK the ONLY source/cause of this lock.
